Baseline Personnel Security Standard and Security Check (BPSS/SC) is a MOD mandatory vetting requirement for uniformed Adult Instructors serving in the Cadet Forces (including the Sea Cadet Corps). It is also a fundamental eligibility requirement for the CFAV ID Card.
An online application process named CERBERUS was introduced from April 2011 and instructions are as follows
CERBERUS – National Security Vetting (NSV Case Management System (CMS) - Online Applications for Security Check (SC) or Counter Terrorism Check (CTC)
1. MOD Form 1109 which was the vehicle for applying for clearances through the DVA was discontinued March 2011.
2. Applicants must request a sponsor to initiate a user account for a SC or CTC and to do that certain basic personal information is required as well as confirmation of the applicant’s identity. Therefore a new SCC Form P25 – Initial Application for SC or CTC may be found in the P Forms area of the website (instructions are also attached to the form).
3. Applicants and their identity checker must complete SCC Form P25 which may be submitted by email or printed and forwarded as a hard copy. Applicants requiring clearance because of their armoury or weapons duties should submit the new form to their Area sponsors. Applicants requiring clearance to enable the issue of a CFAV ID Card should submit a P25 along with MOD FIDENT 1024C to MSSC HQ for the attention of the Admin Department.
4. The sponsor will initiate the applicant’s user account through the DVA website portal and the DVA will contact the applicant with logon and password details to enable the completion of the online application.
5. The most important aspect of the online system clearly relies on the applicant having access to the internet and an email address. It is recognised however that some applicants will not have such access and a hard copy application form will be available on the DVA Website in exceptional circumstances only.
