Criminal Record Bureau (CRB)
The Protection of Children Act (PoCA) 1999 and the Criminal Justice and Court Services Act 2000, which made most of the PoCA measures law, require all adults regularly working with children or in positions of influence and trust within children’s organizations in England and Wales to obtain Disclosure clearances from the Criminal Record Bureau (CRB).
The Charity Commission has confirmed the term “adults in positions of influence and trust within children’s organizations” includes the key members of Sea Cadet Unit Management Committees.
MSSC HQ takes overall responsibility for ensuring that all Instructors and Unit Assistants are cleared to Enhanced Disclosure Level, UMC Chairmen need to reassure themselves that their CO/OIC only allows properly entered Instructors or Units Assistants to have regular unsupervised access to cadets.
It is the Chairman’s responsibility to ensure that Standard Disclosure checks are in place for current, and new:
a. Officers of the UMC i.e. Chairman, Vice Chairman, Treasurer and Secretary.
b. Unit helpers i.e. Adults who regularly attend the Unit, but who do not have or need regular unsupervised access to cadets.
